403 means the server is blocking the client for some reason. It has nothing to do with the client, except that the server has been configured not to let that client access things. Very strange.

Austria, works too. It is slow, but for almost all sites in Korea. But I only was on websites from South Korea, are there web pages from North Korea?

Yes but this Flow mini is just under renewal of design. It will comes more weeks later.
