As the title says or any other cheap programmable TKL PCB, but phantom would be my favorite.

What do you wanna use the PCB for? I'd recommend against the Phantom for pretty much any purpose other than as a Filco replacement. Having a PCB that requires a teensy is a real pain in the ass when it comes to finding/designing a casing.
